Is it true that the Indian and Chinese governments subsidise oil retail prices?

I have heard that both India's and China's governments have subsidised petrol and oil retail prices. If this is true what incentive do they have to reduce usage? In the UK we are taxed at 60-70% or more (depending on type) on petrol and fuel oil. Is this true?
