LOVE SUCKS!HELP PLEASE?

there's this guy who rlly like my friend frm last year,he kept on teasing n annoys her by calling her,chatting n try to hit on her n she hate him.but now,she has feelings for him n one day when thy were talking on the phone,he's being serius about how he's interested in her n asked her if she likes him n wanna ask her out n she finally confessed tht she like him a bit.whenever he asked her out,she's busy not coz she's givin ecxuses,it's coz she has plans,cles to go to n he planned tht thy're going out nxt week then.but it didnt' happen.aftr tht,thy met n talk bout the probs n he decided to ask her out again nxt week,he asked if she rlly wanna be with him..aftr a cple of seconds she said yes so he tried to kiss her but she refused n he understood tht things have to be taken slowly coz she's nervous n nvr have a bf before.so 2 weeks ped,he didnt ask her out yet..she's been waiting so she asked him wats the prob n he said there's nothing wrong.so as a friend,im willing to help her..i told him to date her fast in the second week n he said,yeah2 i will..it's like he's avoiding to tlk bout tht..so i thought tht maybe he's shy a bit but in the othr hand,my friend thought he's not interested anymore.she called him coz she's so mad bout tht n she said 'so we are friends'-a statement without rlly meaning it n then he said '...yea'(i think she's testing him) so 2 weeks aftr tht nothing happen,no dates so i told him to say hi to her at least,talk to her n date her fast coz she's mad n he said yes2 i will(dis time maybe he listened,i guess)now there's a bit improvement as he says hi to her n talk to her sometimes.i noticed tht he sometimes stole a look at her.probably he's scared to as her out or sth,idk.we talk(my friend n i) bout this prob to a guy friend n he suggested tht she should strt first to ask him but she's like tht's crazy,he's a boy he should ask her first.i said to her tht we're livin in modern time now so anythin is possible,but she's stubborn.she's still thinking of wat to do n find excuses to strt talking to him another time just like today.(she said she wanna talk to him but then she changed her mind again)it's rlly hard n complicated,hope u guys undrstnd n help my friend out coz i feel bad for her.pls!what should she do?????do u think he still like her n shld she be the one to strt first??
