Credit blacklisting?

I was talking to a friend in Newcastle and he said that you can have someone credit balcklisted in the UK for reasons other than non-payment of debt. He was spouting some cobblers about if someone steals your car and you can't make the charges stick, then you can have them credit blacklisted. He went on to say that it's tied to your post code so if the blacklisted person sells their house, the new owners will have problems with their credit. This sounds like absolute Bow-Lacks to me. He is known for talking out of his rump ...so I wanted to check.
