Need to get a certified copy of divorce proceedings that were granted a few years ago. Where? San Bernardino?

I have been getting mixed answers..one says hall of records..the others say Courthouse on Arrowhead..anyone know? THe phone lines are contantly on busy, or go to voicemail..
