Is he just being a "normal" guy, or is it a red flag?

My boyfriend and I haven't been together for very long. At first I let it go too far; we didn't have , but it got close. I told him that I wanted to go slower after that. He said ok, but has been pestering me ever since. We just had a fight and he accused me of leading him on. Is it my fault for giving him the wrong impression?
